ICPS stands for International Conference on Photographic Science [Internationaler Kongress der Fotografischen Wissenschaften]. The conference was to be held in the days 1 – 8 September 1974. The cover bears red meter advertising the State Enterprise Photochemical Works in Berlin [VEB Fotochemische Werke Berlin], a state enterprise manufacturing films and chemicals for photography.
